What New York Actually Requires

You're comparing quotes and notice some carriers show three coverage lines while others show five. New York law requires three separate coverages before you can register any vehicle: bodily injury liability, property damage liability, and personal injury protection. The state also mandates uninsured motorist coverage at the same limits as your liability. These are not add-ons you decline to save money — they are legal requirements to register and drive.

The minimum liability limits are $25,000 per person for bodily injury, $50,000 per accident for bodily injury, and $10,000 for property damage. Personal injury protection covers your own medical bills and lost wages regardless of fault. Uninsured motorist coverage protects you when the other driver has no insurance or flees the scene. Every policy sold in New York includes all four coverages by law.

A New York policy without PIP and uninsured motorist is structurally incomplete — you cannot register a vehicle with liability alone.

Why Quotes Show Different Coverage Counts

A quote that lists only liability and property damage is incomplete for New York. Some comparison tools built for other states do not automatically add PIP and uninsured motorist coverage because those coverages are optional in most states. In New York they are mandatory. A carrier cannot sell you a policy without them.

When you see a quote that looks cheaper than others, check whether it includes all four required coverages. A quote missing PIP or uninsured motorist is not a valid New York policy. Carriers licensed in New York know this and include all four automatically, but aggregators pulling data from multi-state systems sometimes display incomplete structures until you reach the carrier's own quoting page.

The mandatory uninsured motorist coverage must match your liability limits unless you reject higher limits in writing. If you carry $25,000/$50,000 liability, your uninsured motorist coverage starts at the same $25,000/$50,000. You can buy higher uninsured motorist limits, but you cannot drop below your liability floor.

How New York Enforces Mandatory Coverage

New York does not use SR-22 certificates or insurer-filed proof forms. The state enforces coverage through a mandatory electronic insurance verification system that connects carriers directly to the DMV.

Every carrier writing policies in New York transmits an electronic notice of coverage to the DMV when your policy starts, renews, or cancels. The DMV cross-references this data against vehicle registrations in real time. If your coverage lapses and the DMV receives a cancellation notice from your carrier, the state suspends your registration automatically. You do not receive a grace period to find new coverage after cancellation — the suspension is immediate.

To reinstate after a lapse, you must obtain new coverage that includes all four mandatory coverages, and your carrier transmits the electronic notice to the DMV. You pay a $50 civil penalty to the DMV for the lapse, and the DMV lifts the suspension once it confirms coverage. You carry the NYS Insurance Identification Card your carrier issues as proof during traffic stops. Officers verify coverage electronically, but the card serves as your immediate proof.

What Each Mandatory Coverage Actually Pays

Bodily injury liability pays for injuries you cause to people in another vehicle, pedestrians, or cyclists. The $25,000 per person limit is the maximum the policy pays for one injured person's medical bills, lost wages, and pain and suffering. The $50,000 per accident limit is the total the policy pays when multiple people are injured in one crash. If you injure three people and their combined claims exceed $50,000, you pay the difference out of pocket.

Property damage liability pays for damage you cause to another person's vehicle, fence, building, or other property. The $10,000 limit covers repair or replacement costs.

Personal injury protection pays your own medical bills, lost wages, and essential services regardless of who caused the crash. New York PIP covers up to $50,000 per person and includes a death benefit. It pays before health insurance and does not require you to prove fault. If you are injured in a crash you caused, PIP covers your treatment without waiting for a liability determination.

Uninsured motorist coverage pays for your injuries when the at-fault driver has no insurance or flees the scene. It also covers you if the other driver's liability limits are too low to pay your full claim — this is called underinsured motorist coverage, and New York includes it automatically with uninsured motorist. The coverage matches your liability limits unless you buy higher limits. It does not pay for vehicle damage in New York — only bodily injury.

Approximately 8.6% of New York drivers carry no insurance, meaning roughly one in twelve vehicles on the road operates illegally. Uninsured motorist coverage protects you financially when one of those drivers causes a crash.

When Minimum Limits Leave You Exposed

The $25,000 per person bodily injury limit does not cover the full cost of most serious injuries. A broken bone requiring surgery, a concussion with ongoing symptoms, or soft tissue injuries requiring months of physical therapy routinely generate medical bills exceeding $25,000 before accounting for lost wages or pain and suffering.

The $10,000 property damage limit does not cover the replacement cost of most vehicles on the road today. If you total a vehicle worth more than $10,000, you are personally liable for the difference.

Compare Carriers That Write All Four Coverages

Sixteen carriers in the roster above write policies in New York and include all four mandatory coverages automatically. Geico, Progressive, State Farm, Allstate, Nationwide, Liberty Mutual, Travelers, USAA, Farmers, National General, Mercury General, Bristol West, Erie, Hartford, CSAA, and Amica all operate in the state and structure quotes to meet New York's requirements. When comparing quotes, confirm each includes liability, property damage, PIP, and uninsured motorist before evaluating price.

Carriers differ in how they price the mandatory coverages and in the higher limits they offer. Some price PIP and uninsured motorist as a percentage of liability; others use flat rates. The total premium reflects all four coverages combined, not just liability. The difference is often smaller than drivers expect, and higher limits protect your assets if you cause a serious crash.
